Requirements

* Bachelor's degree in mechanical or electrical engineering, with a minimum of seven to ten (7-10) years of experience, or five to seven (5-7) years of experience in the hospital setting.
OR
* High school graduate with ten (10) years hospital engineering experience, at least five (5) of which were in a supervisory position, with a license in a related trade;
OR
* High school graduate with twelve to fifteen (12-15) years of experience in multiple trades related to hospital engineering, being licensed in one of these trades.
* Knowledge of all applicable federal, state and local regulations in associated field.
* Knowledge and understanding of all JCAHO Environment of Care Standards.
* Basic knowledge of Engineering and Engineering principles to ensure proper work product from staff and contracted service / construction vendors.
* Excellent interpersonal, time management and supervisory skills
* Proven ability to supervise staff, contract service and construction vendor activities.

Job Description

* Manages day to day operations of the Engineering Department to ensure effective and efficient management of personnel.
* Directs, supervises and participates in the development and administration of facilities services and construction project budgets. Monitors and approves expenditures, as necessary.
* Works with and assists A/E Consultants or in-house staff in developing facilities plans, and construction drawings that effectively and efficiently utilizes the available and existing features and systems.
* Plans and assists with Certificate Of Need (CON) applications, including coordinating responses to CON questions, filing of CON Progress Reports, filing CON closure report, attendance at hearings as requested, assuring licensure application is accurate and up-to-date.
* Directs new construction and renovation projects on campus to include: interpreting needs of hospital staff, design areas for functionality and optimal space use, development of budgets and justifications, supervision of contractors in the performance of their duties, and working directly with state and local authorities to assure compliance with applicable regulations.
* Oversees and manages all on-site inspections, assisting inspectors and surveyors in the performance of their duties; provide reports as required in follow-up to surveys, inspections and audits.
* Ensures compliance with all local, state, federal law, JCAHO standards, applicable national organizations, and hospital policies.
* Ensures maintenance of appropriate records. Ensure continued compliance with same by department employees in an ongoing and orderly manner (clear audit trail).
* Assesses and communicates recommendations for utilization of space, space needs, equipment, personnel and other resources as needed to meet patient needs.
* Maintains hospital plant and equipment in optimal condition.
* Orders engineering supplies, parts, tools and equipment.
* Promotes the Engineering Department in becoming more customer service oriented to improve overall image of the Department.
* Helps direct the schedules and performance of all outside contractors.
* Ensures all needed works are properly prioritized, and completed in a timely manner.
* Demonstrates awareness to cost effectiveness balanced with acceptable work product.
* Keeps work hours/payroll information/attendance records.
* Maintains a safe work environment.
* Ensures operation of the computerized work order system (SENTACT).
* Interacts effectively with all levels of personnel.
* Supports and enforces administrative practices/policies of the Hospital and other regulatory agencies having jurisdiction and ensures compliance with private and public regulatory agencies having jurisdiction.
* Ensures all regulatory work associated with Physical Plant and systems are completed and properly documented.
* Adheres to and ensures department complies with all employee health and infection control policies and OSHA requirements.
* Ensures proper work product from staff and contracted repair vendors.
* Ensures compliance with EOC's Utilities Management Program, and Life Safety Program.

Special Requirements

  • Knowledge of all applicable federal, state and local regulations in associated field, e.g. FDNY, NYSDEC, etc.
  • Knowledge and understanding of all Joint Commission and Centers for Medicaid and Medicare Services (CMS) regulations.
  • Basic knowledge of Engineering and Engineering principles to ensure proper work product from staff and contracted service / construction vendors.
  • Proven ability to supervise staff, contract service and construction vendor activities.
  • Minimum ten (10) years of experience in related field in health care with at least five (5) years of which in acute care hospital setting.
